Task force prioritization

The president announced in January 2013 that the University of Saskatchewan would undertake a program prioritization initiative. Two TransformUS task forces, with membership consisting of faculty, staff and students at a position no higher than a department head or director, were selected through an open, institution-wide nomination process in February 2013. From March to November 2013, task force members put in hundreds of hours of work in support of developing two prioritization reports with recommendations for how the university allocates resources to support priorities. Within their reports (to be released December 9, 2013), academic programs and academic and support services are placed in to five quintiles:

  1. Candidate for enhanced resourcing
  2. Maintain with current resourcing
  3. Retain with reduced resourcing
  4. Reconfigure for efficiency/effectiveness
  5. Candidates for phasing out, subject to further review (academic programs) and candidate for phase out, subject to further review (support services)

To ensure we are making the best decisions for the future of our university, we will follow a three phase process following the receipt of the reports. These phases are “consultation and feedback” (December 2013-January 2014), “analysis and implementation plan” (February-April 2014), and “decisions and action (coordinated)” (May 2014 and beyond).

The role of the TransformUS task forces

The Academic Program Transformation Task Force (APT) set criteria and reviewed all academic programs offered through the university. The Support Service Transformation Task Force (SST) set criteria and reviewed the administrative support programs both within the academic units and administrative units. Task force members were required to adopt an institution-wide perspective, including overcoming personal, departmental and college/unit level considerations.

Specifically, the task forces:

  • Developed criteria for ranking programs. These criteria are consistent across all programs, with one set of criteria for each task force.
  • Developed weightings for the criteria.
  • Developed the categorization system for determining outcomes.
  • Collected data from all programs to complete the ranking recommendations. The review process used information currently available did not generally look for new information.
  • Completed a report with recommendations on the outcomes for consideration of the president and provost by November 30, 2013, grouping programs and activities in to five quintiles.
